Freedom Illumination Project 2021

Executive Overview

Rich with history and symbolizing the freedoms, liberties, and justice we are all entitled to, as well as being the tangible representation of the sacrifices and lives given to protect this country, the U.S. flag is also hope to many. This proposal is to further honor and respect the quintessential symbol of our country by providing proper and adequate lighting to the U.S. flags flown within the city limits of Haverhill according to law and the U.S. Flag code 4 USC Chapter 1:

“It is the universal custom to display the flag only from sunrise to sunset on buildings and stationary flagstaffs in the open. However, when we desire a patriotic effect, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.”

In addition, the U.S. flag code defines that proper illumination as:

As a light specifically placed to illuminate the flag (preferred) or to have a light source sufficient to illuminate the flag, so it is recognizable as such by the casual observer.”

Proposal

In pursuit of this, Eammon’s Heart Foundation, Inc., Alpha E Consulting, Veteran and Purple Heart recipient Donald Jarvis are working to secure funding to purchase solar lighting for all the flags identified. Along with guidance from City Council President Melinda Barrett we will work with the Haverhill Public Works Department and the City of Haverhill to mount them on flagstaffs cited within this proposal and listed in the attached spreadsheet. Further, any flags not listed here and subsequently located for the duration of this project shall also be included.
